C.O.W.L. explores heroes in a time of tumultuous change, as they
struggle to combat corruption, navigate politics, and maintain the
public’s faith.
In C.O.W.L. #3 readers will learn more about Radia and her struggle to
gain respect in the the organization and the city. Geoffrey discovers
that C.O.W.L.’s future is anything but guaranteed and that its survival
hangs in the balance. At the same time, John’s investigation into the
union takes a much darker turn.
